When would this spec section be used? For new construction? Or Post Construction?

So 030100 is for existing concrete.
Thanks Dave, the Structural Engineer wants to include this spec section in a project of new construction, he expects me to edit and format the BSD spec section he has provided. I don’t believe this section is required as I have never included one like this in any previous similar construction project.
Needs more information on what issues the engineer is trying to address.
Typically issues such as cleaning of concrete can be left to the architect.
Crack repair should be a section unto itself.
I actually just used this section. We have a concrete tunnel (pedestrian and maintenance) that was done about a year ago and now we’re going to put a finish coating on top of it. I’ve used this section to clean up the existing concrete before the finishes go on.
If I were doing new construction, the preparation of the surface for finish materials should be covered in the concrete spec section; I used the "maintenance " section because of the delay between the construction and the finishing and that this new work was a completely different contract.
Titles like this have always seemed to me to be for renovation projects. For post-construction maintenance, there would not be a project manual set of specifications, most likely anyway.
I did many rehabilitation projects over the years, and these sections are extremely useful for that. They would typically include a variety of work items to different building components. I always had to write these sections from scratch, so having these is a boon.
