If there is a need to consider seismic loads I would suggest this system be thoroughly vetted.
Are you aware of the National Manufactured Housing Construction and Safety Act of 1974 (42 U.S.C., Sec. 5401)? This may result in the plan checking and permitting be by the State as opposed to a local agency.
