www.tooshlights.com has a system that senses when someone is in a toilet stall, then displays either a red or green light on the ceiling above the stall door to indicate whether the stall is available or not. It is said to reduce the time people spend waiting in lines to find toilets.
In which MasterFormat section should it be specified?
It depends on the voltage and the jurisdiction. If it is 110/120 v (which I am assuming it is not), the light and wiring would almost certainly need to be specified in Division 26. On the other hand, since it seems to be a wired and wireless network, it could be specified in Division 27.
The latch could be specified in Division 10 with the toilet compartment products or at least addressed through a coordination note.
The model for this would be the door lock products specified in Division 08 and their coordination with access control systems.
I would say it all can be specified within the Division 10 toilet compartment section. It’s not much unlike alarms for overhead doors or signals for loading dock levelers. Even though this is a third-party product, you consider the complete installation when specifying, and, if this product is required, it would be part of the complete toilet compartment system (not including accessories).
Speaking of accessories, as an option it could be considered a toilet accessory, and specified within that section.
My concern is that, unlike an electric hand dryer, it is not a self-contained unit but requires components (including wiring) in addition to the latch and light.
I would assume in some jurisdictions, these must be installed by a licensed electrician.
The latch fits a conventional toilet partition door prep. It is battery operated and communicates to the light unit via infrared signal, so no wires need to be pulled to it. The light is low voltage, plug and play, so an electrician is not required.
Does that change where it should be specified?

According to MF, this section includes “…queuing, pedestrian flow, and crowd control devices.”
In that case, I would specify it with the toilet partition along with the rest of the partition hardware.
There is a version that is on some sort of LAN that you can access with your phone to see where facilities are available.
I would try to keep this in the partition Section in the same way I try to keep a digital locking system in the Locker Section for lockers and the Casework Section for casework.
