then what does “OAC” stand for?

It is used here in our office as the acronym for Owner-Architect-Contractor, as in OAC Meeting (properly termed Progress Meeting).

In Calif., if I recall correctly, it used to mean Office of Architecture and Construction, which then changed to OSA, Office of the State Architect, but is now DSA, Division of the State Architect.
As another Californian (transplant) I agree with “Anonymous”
But it may depend on what area of the country you are in.
I operate under the assumption that all abbreviations used, need to be defined in the Contract Documents.
While response here has been sparse, I think the more widely accepted meaning is “Owner-Architect Contract”.
Now I realize that excludes many folks, and certainly does not address all of the possibiltiies, but I think it is a decent fit for the other two definitions mentioned first above.
Mr. Gilligan is correct about defining abbreviations; this though came from a source other than Contract Documents.
