Condition: Foam molding or profile on a building faade needs to be non-combustible, do all the components of the molding/profile need to be non-combustible or will a non-combustible coating suffice?

FBC 1406.2.2.2 (EXTERIOR WALLS: “Combustible architectural trim shall be limited to 40 feet in height above grade.” in this case combustible trim is above 40ft, the question is if the combustible trim (EPS) is set in scratch coat of cement plaster over CMU and all exposed sides of the trim are encapsulated in min 5/8-in cement plaster with all joints caulked, is the trim still considered combustible?

You have to go back to 1406.2.1.
It requires combustible exterior wall coverings to be tested per NFPA 268, unless one of the exceptions apply. You would probably comply with Exception 2. However, this means that the assembly does not need to comply with NFPA 268, but it is still considered a combustible exterior wall covering.
Therefore, to answer your question, a noncombustible coating over a combustible material does not exclude the assembly from the 40-foot limitation.
