Anyone know of any louvers, minimum 50% free area, that is hinged and openable similar to an access panel?
Detail the louver to be installed in a fabricated perimeter frame of the same metal as the louver, and then install hinges to the frame. I’d use stainless steel hinges for an aluminum frame and louver, and galvanized steel hinges for a steel frame and louver.
May need to install braces at the frame corners to prevent racking and distortion of the frame and louver during opening and closing of the assembly.
I have detailed a hinged frame for a louver: a rectangle of angles or tube steel with hinges on one side and a hasp and dead bolt on the other. No means to lock/latch except from one side. Pretty straightforward.

I’d check with your hardware folks and see if you can find a continuous hinge or pivots if you’re talking a large unit due to racking. You might want to beef up the frame as well.
