Curious phrasing for CA Academy advertisement

I got the CSI weekly email today, and it had this curiously phrased blurb promoting the Construction Administration track for the CSI academies:

The Contract Administration Track will help attendees advance their skills in delivering projects on time and within budget, and in inspection and quality assurance. Participants of all experience levels will learn to how to save time by administering contracts correctly.

Although it’s not what the writer probably intended (observation is what they really meant), the architect is still required to do two inspections: Substantial Completion inspection and Final Completion inspection.

Or, maybe the CCCA candidate is not an architect!
